mastery7901: I can confirm this. I have been playing the build from Necro league and this league.
The sigil frostbolt 50% Damage taken from mana literally gives you so much tankiness against hard hitting bosses.
The more mana you have, the more damage you do the more energy shield you get due to ascendancy (20% mana as energy shield).
You get permanent 4 endurance charges 4 power charges through ascendancy.
You can go (armour energy) or (armour evasion) or (evasion energy) routes.
A decent map clearer, not as fast as say LA, but it makes it up by not being squishy and things will rarely bother you.
You get arcane surge that gives you 20% more spell damage and mana regeneration rate from ascendancy.
So all in all this build is tanky heavy hitting in one package!
MattSmith-il4tc: This is the build I'm playing. I've never had a smoother league start. I was well into red maps (running tier 13s) before I even bothered to get my uber lab...

Katie-hb8iq: Chaintain Righteous Fire is also good this league. Maybe it's not as fast against bosses, but it's a complete tank. I can actually crank the verisium ore nodes to full and actually win the encounters. Having 5.5 life with so much regen - even in ssf, which is what I am doing so I have invested nothing but time - and it's a great league starter. The only downside to this build is the first 2 acts feel pretty rough, because you're taking a Marauder and are playing him like a Templar. But at level 21 or 22, everything is very smooth. It might even come online faster than this templar build.
In fact, with righteous fire, you don't need any unique items or transfigured gems at all, so in some ways, I think it's better for league start or for SSF. It's worth nothing this templar is not a league starter for SSF. Definitely should put that caveat out there. A lot of Ziz's builds are crap for SSF. Personally, I think the best league starters are SSF builds because the average player isn't going to progress as quickly as a no-lifer playing for 24-36 hours straight, and also utilizing the trade feature expertly or with their chat. In fact, I would argue that by playing another character and getting the Divine's, it enabled you to avoid the roughest part of this build. If you haven't started the new league yet, I'm warning you away from this build. Go with something else that requires no uniques or transfigured gems at all instead.
TraxisOnTheLines: This build is pinnacle "zero to hero" build. You can play it from level 1, it has a smooth progression, you farm out your gem in merc lab to start maps with the trans gem, and there aren't any crazy combos you need - every item is individual, so upgrading is much smoother. You can afford your Atziri's Foible? Manage resist and put it on. You drop Kitava's Thirst? Manage your resist and put it on. It scales to 100s of millions of damage, it's tanky enough for all the content, and it feels nice. Everything about it feels great and I can't see myself not starting with this build until it's nerfed.

boomboom201: Yeah im in love with this build also. League started it and could not believe this wasn't nerfed from last league. Currently at 4k life, 4k es and 8.2k mana, with plenty of upgrades to go, stil using trash gear aside from atziris
