When you render an image in lower resolution than your display resolution and then upscale the image to your native display resolution then it's called UPSCALING. It is done in order to squeeze more frames out of your GPU at the expense of quality of the image.
When you render image in higher resolution than your display resolution and then downscale it to your native display resolution then it's called DOWNSCALING. It is done in order to achieve better quality of the image at the expense of framerate.
edit: It is pretty self-explanatory and you don't need to be in the IT crowd to understand it. No need to dumb it down or even flip it upside down.

Downscaling means that you render for example 1440p and downscale it to your native resolution 1080p for example, which improves graphical fidelity (this is how first antialiasing methods worked taking a lot of performace like in Crysis). Upscaling is when you take a lower resolution like 720p and make it bigger to fit your native resolution 1080p, this results in lower image quality but this is how modern antialiasing methods work like FSR and DLSS, they use "AI" to improve image quality taking previous smaller frames to render a bigger image, their predecesor was called TAA (temporal antialiasing).

jonathangoldfarb7089: FYI, the cache cleanup happens once you launch the game (after updating). No need to load up any particular character, and there's a screen that tells you it's happening. It probably took under a min for me.
