Ishgard and Dravania are still being rebuilt, same with Doma (be honest, are you done rebuilding the Doman Enclave?) and Ala Mhigo, and Garlemald is still recovering from the most intense aether poisoning in their home country.

Thavnair was the only one still in good condition because the war wasn't in their home territory, unlike... everyone else in Eorzea and Ilsabard.
