He is a NPC friendly character that uses a Tesla rifle and either helps you attack or you run into him attacking enemies. He has no dialogue options if you try to talk to him. After a moment he vanishes in a thunderous flash

CyPhaSaRin: i'm glad people found this because i would have went straight past a stump that i would have to call a stretch to say is being pointed at by.. anything.. for me it looked as if the statue was pointing a bit more left of the stump and with a path nearby i'd have just followed that cuz duh.. lol
