Like you said at the end, how the fuck are we supposed to make a decisions on builds if the numbers on tooltips are wrong and there are randomly assigned hidden debuffs for wearing certain set pieces together?

This is probably my number 1 complaint against ZoS: they don't tell people anything in their game and they make getting info a herculean effort, if it is even reasonably possible. In this case, it's even worse though because they are outright lying to people; and for what? So they don't have to put in their patch notes that they are nerfing a few sets and skills by a few % points? It's just stupid.

One of the unique feature of eso is theory crafting, that is very different to other mmo where everyone at end game wear the same class gears. How can player enjoy this when tool tips are a lie with hidden penalties?
