Add damage is reduced by the enemies PDR, while true damage is not. True damage also applies the exact same way to all body parts (head vs chest vs limb), while add damage scales based on body part. This means you get more scaling headshot damage from add damage, and actually utilize all that armor pen that you spent gold specifically to get!
